“RTI is a responsible duty for a Public Authority”


Bhubansewar/19.06.2016: A training programme on Central Monitoring Mechanism (CMM) of RTI was conducted for the Public Information Officers (PIO) and Assistant Public Information Officers (APIO) on dated 19.06.2018 at Dam Safety Conference hall, of E.I.C, WR, Bhubaneswar under the leadership of Er. Yasobanta Parida, Director, Personnel and Er. Nagendranath Maharana, Deputy Director, HRD (TCB&CP). In the training programme there were 117 participants from different Divisions, Circles and Chief Engineer offices under Engineer – In – Chief, Water Resources, Odisha, Bhubaneswar.


In the beginning, Er. Nagendranath Maharana, Deputy Director, HRD briefed regarding the aim and objectives of this training programme. Er. Maharana also specified regarding extensive and exclusive use of Odia language in the RTI Cell of E.I.C, Water Resources, Bhubaneswar.


In his introductory speech, Er. Yasobanta Parida, Director, Personnel stated that “RTI is a responsible duty for a Public Authority”. Each and every PIO, APIO and First appellate authority should give their best effort for smooth functioning of RTI Cell.


Thereafter Er. Satyajit Nayak, AEE, Dam Safety explained the need to use Odia in the 17 point proactive disclosure as well as in all RTI correspondence to empower Citizen of the State of Odisha. He demonstrated through power point presentation the simplicity in using Odia language software “Indic” developed by Microsoft in all RTI correspondence.


Thereafter Sri Horsha Parichha, Domain Expert and Content Service provider to state RTI portal, explained the basis and evolution of RTI. After this Mr. Parichha presented the use of RTI central Monitoring Mechanism (RTI CMM) with power point presentation. He also explained regarding maintenance of Public Authority account including updation of disclosure, e-filing and auto generation RTI Registers in RTI CMM (www.rtiodisha.gov.in).


After that a Question-Answer Session was held where most of the Engineers put 32 different types of questions and received answer from the Facilitator. Sri Parichha explained regarding correspondence of RTI circulars, guidelines and various judgments etc. to clear the doubts of the public authorities and create confidence among them. Among others, Chitaranjan Mohapatra, Manager, Luminous Infoways was also present and interacted with the participants on RTI CMM.


At the end, Er. Maharana, concluded the training programme with vote of thanks.
