Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Please throw light on the background of this Handbook (Right to Information Act. 2005):
Right to Information Act. 2005 has been promulgated in the year 2005 in order to make the administration more specific, transparent and public friendly.
2. Objective Purpose of this handbook:
The Act has been promulgated in order to make the public aware of the fact pertaining to administration of the respective department in a clear and transparent manner.
Hence this Hand Book has been prepared to make the public aware of fact of administration in a concise manner.
3. Who are the intended users of this Handbook?
The People of the administrative department was incumbent of exercising public service Sc general people at large are the intending agents as giver & taker.
4. Organization of the information in this handbook.
The administrative department is sole authority of imparting information to the intending informers

1. Aim & Objectives of the Organization:
The objective of this Act pertaining to the Public Authority. To deliver the required information as asked by the informant m a bonafide manner
2. Mission / Vision:
The mission of the Public Authority is very paramount in nature. It is to give clear and correct information to the informer as a Public Authority without any malafide purpose or ambiguity.
3. Brief History & Background of Its Establishment:
As envisaged in the RT1 Act & Rules made there under Public Authority are the authorities of the respective administrative department to provide information to the intending informants
4. Duties of the Public Authority:
As envisage in the Act & Rule of RTI 2005 the duties of the Public Authority as a PIO is lo provide information to the informant in a correct, lucid manner.
5. Main Activities/ Functions of the Public by the Public:
The main activity of the Public Authority as a PIO of any administrative department is to provide the information to the informant in a correct, lucid & authenticated manner.
6. List of Service being provided by the Public Authority with a brief write-up on them.
As the Public Authority as PIO of the Administrative Department [D.F.O. (T). Boudh Division]. There have been 11 nos. of APlOs have been nominated by the D.F.O. (T). Boudh Division in order to impart their duties as and when required as per the RTI Act & Rule, 2005.
7. Expectations of the Public Authority from the Public for enhancing its effectiveness and efficiency:
The Public who are intending to get information from the Public Authority, he being a PIO or APIO should co - operative with them in a very bonafide manner to get the information for their purposes.

Duties of D.F.O. |
The Responsibility for the proper management of the forest business and the finance of the division rests on the Divisional Forest Officer. He is to take an active part, in all technical work . Subject to the Prescriptions of the Working Plan and any direction he may receive from his superior officers, he will control the silviculture of his division, and will be held responsible for the correctness of all technical operations. He should have a wide knowledge of the people with whom he has to deal and sympathy for their requirement and should carry out the forest Policy Prescribed for him with fairness and common sense. He should ensure timely submission of all reports and returns as prescribed and called for from time to time. |

He is responsible for the general management of the forests situated in his division and possesses direct control over the forest establishment employed there in. |

He shall report without undue delay to the Conservator the action taken on the Conservator's inspection notes. |
|||
He should make frequent inspection of the Check Naka Station and Timber Depots situated in the division. |
|||
He is responsible for the proper implementation of Transit Rules concerning transit produce and shall prevent illegal and illicit it transit of forest produce from his division |

A.C.F |
The Asst. Conservator of Forests attached to a Division will assist the Divional Forest Officer in his/her management of the Division as may be required of him/her by the Divisional Forest Officer and/or as required under the provision of this Code. |
|
He/She shall inspect the heck Naka Stations as frequently as possible and shall submit his/her findings to the Divisional Forest Officer for taking necessary action. |

A Schedule of powers delegated to Assistant Conservator of Forests is given in appendix- 30 |

Range Officer are expected to carry out the following duties to the best of their ability |

He must know the nature, value and extent of the forest properly committed to his charge and must know the plan prescribed for the protection and management of that property which not only consist of natural forests and wild life but also plantation, roads, building, wells, etc. He is responsible for the protection of forests in his charge and should see that the works are carried out as per the Prescription in the Working Plan or Scheme or as directed by his superior officers. |

He is responsible for the discipline conduct and work of all his subordinates in the discharges of their duties |
He is absolutely responsible for all cash disbursement and expenditure within his Range, and all payments of pay and labour must as far as possible be done personally by him. He should she that all forest revenue due from his Range is collected and credited to Government. |

He is to communicate all official orders and instructions to his subordinates, and to see that they understand them fully and carry them out. |
||
He is to check and control all work within his Range and also to see that work is carried out as per programme of work approved by the Divisional Forest Officer and ensure that the Government funds are used in the most economical and efficient way. |

He is to Protect Government interests by insisting upon the maximum of good works from all subordinates and labour and producing the highest revenue from his Range consistent with the highest principles of forestry |

He is to collect, check and consolidate all returns and registers and prepare the monthly range account and to carry out all necessary office work promptly and correctly |
||
He is to prevent to the best of his ability any misuse of authority by subordinates. In the case of compounding forest offences, he should see that rules are strictly followed |
||
He is required to supervise thoroughly the work of the forest constructors and agents appointed by Government to deal with forest produce working within his jurisdiction and see that they work according to rules. Notes: The Provisions of the above rules will supply mutate mutandis to all Divisional Forest Officers and Assistant Conservations. |

Duties : Forster |
The Forester is Required : |
To Carry out the order of his Superiors |

And is responsible to report to the Range Officer on all important happenings in his section |

For the Proper Protection of the forest and wild lifer in his charge and other Government Properties entrusted to him. |

To See that all work entrusted to him is carried out as per programme |
||
To Ensure discipline ,good conduct and efficient work of all Forest Guards under him in the discharge of their duties |
||
To Supervise the work of the forest Contractors and Agents appointment by government to deal with forest Produce Working in his section and see that they work as per rules. |
||
To See that rules for compounding forest offences are closely observed and no money is taken from offenders except as laid down in these rules |

Duties : Forest Guards |
a)The Best Forest Guard is responsible for the following works in his beat |

b) Beat Forest Guard under orders of the Range Officer or Forests will generally carry out repairs and ensure maintenance of roads, boundary pillars and buildings in his beats |

c) Beat Forest Guard is responsible for the custody of all Government stores, tools and timber deposited in his charge, and also for the protection of the forests, wild life and Property like Plantations, roads, building and wells, etc., of his best .It is his duty to prevent damage being done to the forests, and should any be done forthwith to apprehend the offender. He will make it his business to obtain knowledge of everything which takes place in his beat and no excuse of ignorance will be accepted. The rule for compounding forest offences must be strictly observed. |

d) It is the Forest Guard's duty to see that the Provision under the Wild Life (Protection ) Act,1972 and rules framed hereunder are observed and to put a stop to illegal shooting and trapping |
||
e) He is to know the limits of his charge thoroughly for the purpose he will be supplied with copy of the map in a convenient scale. |
||
f) He should Prevent encroachment, prevent his best forests against injury from fire or other cause and prevent forest offences. Failure to be fully acquainted with the best within a month of taking charge will render him liable for departmental Proceedings |
||
g) He is to Patrol the forest to prevent Offences |
||
h) Normally it is the duty of the Beat Forest Guard to Supervise the work of the forest Contractors and Agents appointed by Government to deal with forest produce within his Jurisdiction and see that they work according to rules |
||
f) He will maintain an order book supplied to him in which will be entered all order or instructions of his superiors that he may receive. He must have the book always with him when on duty and must |

Duties : Forest Extension Officers |
FEOs will be stationed at the headquarters of the concerned forest/wildlife division. FEOs will work under the supervision of the ACR (JFM & Affn) and assist him in extension activities to be undertaken in the Division. |

Duties : Forest Guards |
The Forest Guard will be in charge of a Forest Beat within a Section. He will be responsible for protection and management of forests in his Beat. He will be the grass - root worker of the Forest Deptt. and will act as inter- face between the villagers and Forest Department. |

Procedure Followed in Decision Making Process

1. What is the Producer followed to take a decision for various matters?
The decisions are taken at the Divisional level as & when required by the following different procedures, Govt. Rules & Regulations.
2. What are the documented procedures/ laid down procedures/Defined Criteria/ Rules to arrive at a particular decision for important matters? What are different levels though which a decision process moves?
A decision at the Divisional Level is generally taken by the D.F.O. in consultation with the field level subordinate & Office Staff.
3. What are the arrangements to communicate the decision to the public?
The decisions are imported to the public as & when required through public Information Officer.
4. Who are the officers at various levels whose opinions are sought for the process of decision making?
Decision making is generally done by the D.F.O. in consultation with field level Officers.
5. Who is the final Authority that Vests the decision?
The Divisional Forest officer Vets the decision.
