Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1) Brief History & Background of the Public Authority:

     Kendrapara, Consecrated as "Tulasi Kshetra" being the abode of Lord Baladevjew, stands as a symbol of rich heritage and religious harmony. Well- known as the oldest municipality of orissa, it witnessed its transition in to the head quarters of an independent district, worth its name , in the year 1993. Prior to 1979, the only institute of higher learning here was kendrapara college. With growing emphasis on women's education and increase in the number of girls passing out of various schools, the need of an institute of higher education exclusively for woman preoccupied the thoughts of many for a long time.

     A host of sons of the soil, parents, intellectuals, especiaally some public-spirited women dreamt of setting up a womens college. Prominent among them was late Smt. Dhiramani Devi, a women leader, social worker and freedom fighter, who laid the foundation of Tulasi women's college in 1979, being encouraged by the legendarry Biju Pattnaik. On her request Mr pattnaik slashed the amount of pledged money from Rupees one Lakh to rupees fifty thousand, the benfit of which was availed by all womens colleges later. First cradled on the premises of Baladev High School, it subsequently moved to its own establishment in the vicinity in the year 1981, as Kendrpara women's college, being the second institution of higher learning for women in undivided Cuttack district. Later this institution was renamed as "Tulasi Womens college"' in the name of goddess Tulasi, the daughter of the demon Kandarasura who killed by Lord Baladev, the presiding deity of Kendrapara. As per mythology after killing the demon, the Lord accepted Tulasi Devi as his bride.

     About one k.m. away from National Highway 5(A), beside Gopa Road, stands this shrine of learning in a charming natural setting with an eye-catching three-storeyed administrative buillding as its frontal view Tulasi Womens college has a compact area with open space in the middle surrounded by blocks of building, a pool with protective bounded wall on all sides.

     The ensharined statue of late Smt. Dhiramani Davi, the founder president of the college adorns the premises. Assimlating the good-will, cooperation and partronage of the people of Kendrapara district this institution has made rapid strides, despite trials and tribulations, since its inception. At the outset, intermediate in Arts was opend with English, Oriya, Economics, Political Science, Sociology, Education and home Science alongwith two vocational subjects like SPST and Tailoring followed by the opening of degree classes in the year 1981 with the said subjects. In 1983 the traditional I.A. and B.A. classes were converted to 10+2+3 pattern with two additional optional subjects History and Sanskrit. Opening of Honours in Oriya, Political science sociology, English, History, Sanskrit and Education at +3 level and science classes at +2 lavel followed in succession along with corresponding infrastructural development and hostel facillities.

     Within a span of 31 years the college has developd a healthy academic atmosphere. Discipline, quality teaching, cooperative efforts of the employees, commendable performance of the students in University and council examinations, well-equipped library, extra-curricular activities and all-weather communication facility have made the institution a center of attraction for woman learners. The colege has been receving U.G.C. assistance for academic and infrastructural growth in additional to financial assistance from the state government and other sources. The college has set up its own computer centre to facilitate computer education through self-financing course. The college office and library have been computerised Installation of its on website has enabled the college to interact with the UGC, the affiliating university, other University and colleges. The national Assessment and Accreditation council has accredited the college with "B" grade. The college has got permission go open +2 Commerce from 2010-11, At Present the affiliated strengh of the College is as follows:

     This growing institute is marching ahead but it is a long way from being a full-fleedged college. With the cooperation of the people, coordination of employees, this Institution is expected to rise to an optimum height to meet the ever growing academic and socio-economic needs of women.

2) Goal of the College:

     The goal of collage education is not only to award degrees on the bisis of limited class room teaching but but also to prepare the youth of the country in such a manner that they can participate effectively in diverse fields apart from satisfying their personal needs, Here participation in diverse fields means to make whole-hearted effort for the progress of the society to which they belong.

     The college in its attempts. With limited resourses, is trying to achieve all around development such as intellectual, physical, moral and spiritual, it attaches priority to the development of mind. Body and personality of the students, It attempts to disseminate knowledge, promote skills and ability, develop outlook and instil the value of work-culture. Consequently, a progressive society will emerge with a large number of young women who are intellectually advanced, Physically sound, morally upright, socially committed and economically self-reliant.

x) To inculcate the spirit of democracy.

xi) To build upa healthy and progressive society through educated mothers.

xii) To snsure peaceful living and national integration, to build up a healthy, progressive and prosperous nation.

     As per record manual, any letter is first received by the Head Clerk and put up before Principal for specific marking. After return it is referred to relevant section for scrutiny and reply through the related file.

     Any file is routed through proper channer, I.e to Head Clerk, to Officer-in-charge of the section with a remark to the principal for approval or sanction after which the same is dispatched being entered in issue register with number & date.
